Begin by clicking on the "Tools" dropdown and then "Assignments." Next, click on the caret next to the assignment you want to look at and then "submission log."

The submission log lists all users who have started or submitted the assignment. 

Use the "Submitted" "Deleted" "Restored" "Started" links at the top left of the page to limit the "Event" type.
